使用 BundleMinifier 遇到的一个问题

Question

使用环境：Linux Ubuntu 16.04.3 LTS
BundlerMinifier 版本 ： 2.4.401

在Linux上我使用脚本中包含 dotnet publish 来发布的项目，但是在发布时就会遇到下面的这个问题

It was not possible to find any compatible framework version
  The specified framework 'Microsoft.NETCore.App', version '1.0.0' was not found.
    - Check application dependencies and target a framework version installed at:
        /
    - Alternatively, install the framework version '1.0.0'. error MSB3073: The command "dotnet bundle" exited with code 131.

但是，我如果直接进入web目录，进行发布的话，就不会有这个问题，请问这个是什么原因？
