你的这个镜像alpine:latest目前是从docker.io上拉取的，建议在运行指令前加上这么一行CDN加速镜像：
RUN sed -i 's/archive.ubuntu.com/mirrors.ustc.edu.cn/g' /etc/apt/sources.list
