点击链接跳转到指定网址打不开，直接复制地址可以打开

公司网址底部，点击备案号要跳转到备案系统网站，但是用了a标签直接跳转后报错404，The request could not be understood by the server due to malformed syntax. The client SHOULD NOT repeat the request without modifications.但是直接复制地址到浏览器直接打开就可以。这个怎么解决呢
