连接centOS7.3的vsftpd提示500 OOPS: cannot change directory

连接centOS7.3的vsftpd提示500 OOPS: cannot change directory。查了很多，就是说SELinux的问题。但是事实上我这边SELInux应该根本没打开啊！提示SELinux is disabled 。防火墙也没开。我该怎么做？
